валовые капиталовложения.Сводно-экономический показатель СНС (System of National Accounts), количественно характеризующий валовой прирост основного капитала и прирост запасов. Валовой прирост основного капитала, или валовые вложения в основной капитал, - это приобретение основных фондов, зарегистрированных в момент перехода права владения ими от продавца к покупателю. Право собственности на сооружения, воздвигаемые хозяйственным способом, совпадает с моментом сдачи их в эксплуатацию. Увеличение активной части основных фондов определяется в СНС как разница между затратами на покупку или производство за счет собственных средств товаров длительного пользования за вычетом выручки от продажи за рубежом подобных подержанных товаров длительного пользования, предназначенных для использования их по прямому назначению или в качестве металлолома. Затраты, связанные с возмещением выбывших основных фондов, их капитальным ремонтом в целях модернизации или продления срока эксплуатации, учитываются при определении показателя "формирование основного капитала". Расходы на текущий ремонт и техническое обслуживание основных фондов рассматриваются как издержки производства. Ва- ловые вложения в основной капитал включают расходы на освоение земель, лесных участков, улучшение плантации садов, виноградников, стада племенного и продуктивного скота. Ассигнования на военные цели к категории валовых вложений в основной капитал в соответствии с методологией СНС не относятся.
